Monster Hunter World: Iceborne - Hoarfrost Reach Camps

There are 5. First, finish the storyto unlock automatic ones, then just visit areas of other camps, after your partners comments about them, you can go back to camp and talk to the Provisions Manager at the Resoruce Center, then select Complete Deliveries and complete camps.

Southern Camp

Location: Area 1
Unlocks: Automatic Story Unlock (as soon as you enter this area)

Western Camp

Location: Area 5
Unlocks: Automatic Story Unlock (first time when you go on expedition in this area)

Central Camp

Location: Area 7
Unlocks: First find it during expeditions, then develop the camp in Resource Center (Quest "Setting up Camp: Hoarfrost Reach I")
Materials: 1000 x Research Points, 1 x Tobi-Kadachi Membrane+
You can get Membrane by defeating Tobi in Monster Rank (quests, investigations etc.)

Shipwreck Camp

Location: Area 12
Unlocks: Automatic Story Unlock (when you reach a two-star MR assignments)

Northeast Camp

Location: Area 15 (Lower Floor)
Unlocks: First find it during expeditions, then develop the camp in Resource Center (Quest "Setting up Camp: Hoarfrost Reach II")
Materials: 1200 x Research Points, 1 x Azure Rathalos Fellwing
You can get Membrane by defeating Azure Rathalos in Monster Rank (quests, investigations etc.)
